Elizabeth Payton discusses the fourth chapter focused on water from the Fifth National Climate Assessment. The Fifth National Climate Assessment is the US Government’s preeminent report on climate change impacts, risks, and responses. It is a congressionally mandated interagency effort that provides the scientific foundation to support informed decision-making across the United States.

From the 5th NCA, Chapter 4:
Climate change will continue to cause profound changes in the water cycle, increasing the risk of flooding, drought, and degraded water supplies for both people and ecosystems. These impacts will disproportionately impact frontline communities. While data and tools for water resources planning are improving, water infrastructure standards and management policies have been slow to meet the new challenges.
